SOURCE EXPLAINERBarangay financial reporting: preparation, submission and posting
MC 2022-027 assigns distinct roles in preparing the BFR, submitting it to the accountant and posting financial documents.
The circular scan linked by an official DILG reference was checked for its date, scope and the provisions discussed here. This reading does not certify compliance or establish that no later issuance applies.
What happened
DILG issued reminders on the Barangay Financial Report, its submission to the city or municipal accountant and posting on the Barangay Full Disclosure Policy Board.
What the law/case says
The circular identifies seven financial documents for posting and assigns responsibilities to the concerned local officials. It addresses the preparation and submission of the prescribed BFR and the assistance and monitoring roles of city and municipal offices. The documents have differentiated posting arrangements, rather than one uniform schedule.
Why it matters
A completed report in the barangay’s records does not by itself show that submission and public posting have been addressed. Each step has a different purpose and responsible personnel.
Practical takeaway
Identify the correct form, reporting period, supporting records, signatories and recipient. Retain submission evidence and a record of the required posting. Consult the circular’s annexes and later instructions before using an old template or treating all documents as quarterly.

Read the circular’s policy content and annexes. The reference here is the official DILG PDF; it is separate from the provincial, city and municipal FDP circular discussed elsewhere in this collection.
