SOURCE EXPLAINER

Full disclosure: the document period is not the posting period

MC 2024-021 distinguishes the reporting period, posting schedule and disclosure channels for provinces, cities and municipalities.

Verification basis

The circular scan linked by an official DILG reference was checked for its date, scope and the provisions discussed here. This reading does not certify compliance or establish that no later issuance applies.

What happened

DILG issued revised implementing guidelines on the Full Disclosure Policy and its portal in February 2024. Section 3 identifies the covered provincial, city and municipal governments and DILG field offices.

What the law/case says

The circular distinguishes a document period from a posting period. It prescribes disclosure of fourteen financial documents through three conspicuous places and the enhanced FDP Portal, with schedules differentiated by document and channel. It also changes specified document frequencies and portal responsibilities.

Why it matters

A report can concern one period but become due for posting in another. Preparing a report, posting it physically and uploading it to the portal are separate matters to track.

Practical takeaway

Build a document-by-document matrix showing the covered period, responsible office, approval or certification requirements, physical posting and portal upload. Check the applicable schedules rather than assuming a single quarterly deadline. Barangay financial reporting has its own reference and should not be merged into this circular’s stated scope.

Official source/citation

The source scan was obtained through the DILG Zambales resource page. Read sections 2–5 and the tables in the circular for the complete schedules; this Brief does not reproduce them as a current compliance calendar.
