Road clearing: stay within the defined right-of-way

MC 2024-053 links BaRCO with defined coverage, monitoring, validation and supporting records.

Verification basis

The circular scan linked by an official DILG reference was checked for its date, scope and the provisions discussed here. This reading does not certify compliance or establish that no later issuance applies.

What happened

DILG’s April 2024 circular addresses nationwide barangay road-clearing operations, assessment, validation and recognition under the Bagong Pilipinas Program.

What the law/case says

Section 4.3 defines road-clearing operations by reference to illegal or unauthorized obstructions within the road right-of-way. It expressly places widening the existing right-of-way outside this policy’s scope. The circular also addresses covered roads, barangay inventories, reports, documentary evidence and assessment arrangements.

Why it matters

Road clearing and road widening are different undertakings. Describing an activity as BaRCO does not resolve a disputed boundary or supply every legal requirement for the action proposed.

Practical takeaway

Verify the road’s status and the relevant right-of-way, identify the alleged obstruction and follow the applicable authority and procedure. Keep inventory, coordination and documentation records. Do not use this short note as authority for demolition or for determining disputed ownership.

Official source/citation

Read sections 4–5 and the referenced guidelines and annexes. The official DILG Bulacan resource page links the circular and reporting templates; later implementation instructions must be checked separately.
