SOURCE EXPLAINERULAS: eligibility and the scope of legal aid
The 2025 ULAS Manual distinguishes qualified beneficiaries, covered lawyers and the services within the framework.
The cited primary text was read for the provisions discussed here. This is a focused source check, not an exhaustive review of subsequent amendments, decisions or implementation directions.
What happened
The Supreme Court approved a Manual implementing the Rules on Unified Legal Aid Service. This Brief reads the April 2025 text, rather than announcing a new firm service.
What the law/case says
Rule 5 recognizes beneficiaries through an authorized counsel de officio appointment for the relevant matter or through the indigent-beneficiary assessment and declaration process. Rule 4 describes qualifying legal services. Rule 7 sets minimum service hours, while Rule 2 contains coverage and exclusion provisions. Government employment does not produce one uniform answer for every lawyer.
Why it matters
The framework concerns both access to assistance and the lawyer’s compliance obligations. A person’s eligibility, an appointment’s scope and a lawyer’s authority require their own assessment.
Practical takeaway
Locate the current official forms and directions. Explain the matter and provide the information needed for eligibility assessment, protecting sensitive records. Lawyers in public service should examine the applicable authority and exclusion rules. This article does not promise acceptance, free representation or AJG participation in a particular program.
Official source/citation
Read Rules 2, 4, 5 and 7 in the official E-Library text. Confirm later amendments and implementation directions separately.
